On May 26, 2025, the Provincial Planning and Development Office (PPDO) presented the Provincial Development and Physical Framework Plan (PDPFP) of Camarines Sur during the joint meeting of the Regional Land Use Committee (RLUC) and the Regional Disaster Risk Reduction and Management Council (RDRRMC) at the Department of Economy, Planning, and Development (DEPDev), formerly NEDA Region 5.

After its successful compliance with all the comments and recommendations from various agencies and provinces including, NEDA, DHSUD, DTI, NCIP, PHIVOLCS, EMB, DOE, BFAR, DOT, DOH, NEDA 4A-CALABARZON, LGU CamNorte, and PSR Sorsogon, the RLUC endorsed the CamSur PDPFP to the Sangguniang Panlalawigan for adoption and implementation. Said plan and SP resolution will also be submitted to the DHSUD Central Office for ratification.

PDPFP serves as the guidebook for municipalities in crafting their Comprehensive Land Use Plans (CLUPs) and Zoning Ordinance. It’s crucial that CLUPs align and harmonize with the four thematic policy areas including, protection land use, production land use, settlement, and infrastructure development. Additionally, the seven Integrated Area Development frameworks in the PDPFP shall be anchored to the MLGUs planning period for 2024-2029.

PDPFP is vital for guiding the province’s development and ensuring that growth is managed in a sustainable and equitable manner. The plan’s endorsement and implementation will likely have a significant impact on CamSur’s future development trajectory.
